(AP) -- EBay Inc., which still reaps big profits but has been struggling to attract new users, said Monday it will cut about 1,000 jobs in an attempt to streamline its business. The cuts amount to 10 percent of eBay's work force. The online auction site also plans to get rid of several hundred temporary workers and reduce open positions. EBay Chief Executive John Donahoe said in a conference call the company is "creating efficiency" in areas that require it. The company expects restructuring charges of about $70 million to $80 million as a result of the cuts, mostly in the fourth quarter. EBay said the reductions will lead to $150 million in annual cost savings. The latest round of cuts follows eBay's announcement earlier this year that it was cutting 125 jobs in Europe and North America, including 70 posts at its headquarters in San Jose, Calif. Donahoe said Monday the weak economy and the effects of the strengthening dollar are "affecting our businesses." Nonetheless, eBay said its third-quarter earnings would be higher than it predicted in July -- though revenue will be at the low end of its expectation. The company is scheduled to report third-quarter results on Oct. 15. EBay shares were down $1.19, 6.3 percent, at $17.75 in morning trading. EBay also said Monday it will buy online payments business Bill Me Later for $820 million in cash and $125 million in outstanding options. The company also said it will buy Danish classifieds site dba.dk and vehicles site bilbasen.dk for $390 million in cash. Bill Me Later allows online retailers to offer shoppers credit. EBay said Bill Me Later has "sophisticated underwriting techniques" and tells shoppers within seconds if they're approved for credit, without detailed application forms. Bill Me Later will become part of PayPal, the online payment service eBay bought in 2002. Former DREAM THEATER and current DOMINICI frontman Charlie Dominici has launched an eBay auction of "some cool stuff, including a truly sweet-sounding acoustic guitar that [he] used to record [DOMINICI's] 'O3: A Trilogy - Part One' [album], among some other interesting items." DOMINICI's latest album, entitled "O3: A Trilogy - Part 3", was released this past spring via InsideOut Music. Actually, it's hard to tell exactly how much the ring is worth to Brown - the current bid is $10,000, and no one has reached the reserve price yet. Not that I'm expecting any actual bids to be real - my friend put the Kansas City Wizards up for sale on eBay a few years ago, and that sale had a few snags (the guy making the winning bid of over $1 million never paid, and also that my friend didn't in fact own the Wizards). I'm not going to speculate on why this ring is going up for sale on eBay - maybe he just needs the money for a new power boat, or he's going to take the extra money and buy a failing bank. Do you remember the excitement of raising your hand to place a bid and the ultimate excitement of the auctioneer's hammer hitting the desk and "SOLD" it was yours. Well the same feeling can be recaptured for all generations to enjoy on the online auction sites. Placing a bid on something you have just got to have and waiting for the gavel to go down and now YOU own it or you will as soon as you pay and the seller sends it to you. EBay and other sites started out with this same level of excitement over a decade ago and having been a buyer back in 1998 on eBay I spent hours watching (many of the auction did not even have photos) for the auctions to end to see if I got it. Unfortunately Ebay ahs chosen to go to the fixed price model and is looking to emulate the success of Amazon.com and uBid.com. This selling philosophy entails selling many of the same new merchandise at a fixed price. Yes many of the items will be cheaper than what can be found in the "brick and mortar" marketplace however by the time you add shipping the final price is quite comparable. The auction on the other hand is the only way that antique and vintage merchandise should be sold as the marketplace sets the value and in most cases it may be at a higher price than expected, plus the need to act immediately to get it or it may never be seen again is quite persuasive to encourage bidding. I am what is called a boutique seller and have sold on eBay for over eight years.About 99% of the auctions I listed were antique and vintage costume jewelry and have always done quite well having gross receipts of up to $10,000. month on no more than 800 (some are relists) auction up during the same month. My average percent to toal of auctions sold was between 50-65%. I never sold with a buy-it-now or fixed price and found that many of my auctions got very high bids within the last few minutes and even seconds of the auction end. This is because the items are one if kind and harder to find and the buyers do not want to possibly miss out on getting it. If however the same merchandise had been set up as Buy It Nows or at a fixed price within an eBay store probably my monthly gross receipts would not have been over $5,000. and with only a 15-25% of the total auctions would have sold. All in all if you are selling one of a kind antique and vintage merchandise and am interested in making money and having quick turnover with the ability to keep your merchandise fresh, the answer lies in the auction format. You almost have to admire the steadfast dedication - that ability to bear 'mid now and ice, a banner with the strange device; Excelsior! Or something to that Longfellowian effect. Point is, the bitter tears of eBay users must taste like candy to the company's board members. This July, eBay Australia was forced to ditch its massively unpopular attempt to force virtually all payments through its subsidiary, PayPal. Not only did the policy change fuel outrage in its most established users, it even prompted Australian regulators to begin an anti-competition investigation. Not a huge success, in other words. But eBay dutifully learned its lesson and will attempt to create a more open environ... Just kidding. eBay now plans to ban checks and money orders as payment methods in the US. The news comes out of an FAQ update listing the change under "a more consistent buyer experience to drive more sales." Beginning "late October 2008," checks and money orders will no longer be allowed as payment methods on eBay.com. Items can only be paid for using PayPal, Credit or debit, ProPay, or Payment upon pickup. The only exceptions to the policy change are vehicles, enterprise equipment, real estate, and "mature audiences" items. ebay says the change will benefit sellers by providing a "consistent, more secure checkout experience." It reasons such a thing will increase buyer confidence, which will result in more sales. The company is also now rather blunt about its policy towards third-party payment services. "Is eBay planning to eliminate third-party checkout?" the company asks itself. "Yes," it answers. "Ultimately it's eBay's goal to have buyers always pay for their purchases within the secure confines of eBay." As for Google Checkout and Checkout by Amazon specifically: "Google's and Amazon's products and services compete with eBay on a number of levels, so we are not going to allow them on eBay." Although killing cash and check payments may eliminate some cases of fraud as eBay claims, it's undoubtedly no coincidence that thrusting PayPal upon users is good for the site's margins. Not that it's a crime to make a buck - but restricting payment options is certainly an unusual way to improve a company's image. Or maybe it doesn't care. The team played its last home game at the 85-year-old stadium Sunday to a packed house of fans who were warned by officials in the days leading up to the big finale not to take home anything they didn't pay for. It seems, however, that some people didn't listen. Dirt was being offered for sale on the Web in vials, in glass containers that read "Yankee Stadium Infield Dirt, Final Game, September 21," or simply heaped in a pile on a table. Yankees fan, Laurence Watkins, 23, of the Bronx, scoffed at the offers. He said he is willing to spend $2,000 on the right team memorabilia, though he wouldn't purchase it online. "I'd rather go to the store," Watkins said. "That's a true fan." Yankees officials could not be reached for comment yesterday. A sports memorabilia dealer, however, warned buyers to be wary of the online offers, saying that it's difficult to verify an item's authenticity. The team currently is in negotiations with the city to parse out who owns what items from the stadium. Those pieces that the team claims as theirs -- parts of the center field scoreboard, carpet and shower stall doors from the clubhouse -- are already officially on the block for thousands of dollars. Gabe Esquilin, 40, a fan from the South Bronx, said he understands how things work in a capitalist society. During games in the late '70s and early '80s he said he took the back of a chair and some dirt from the stadium. He has since thrown out these pieces, but if he had kept them, he said he would also probably try to sell them on eBay.
