IT index is up nearly 2% and the gainers on the index are Tech Mahindra, Patni Computer, TCS, Satyam, I-Flex Solution. He had been waiting for hours at Delhi municipality headquarters to get the birth certificate of his daughter who’s now working in the US. But the record of his daughter, Sulbha, born in March 1980, just couldn’t be matched. Chawla, who had come all the way from Panchkula, was distraught. Like Chawla, there were hundreds of ageing parents at Town Hall on a similar mission — to obtain the birth certificates of their wards, most of them born in the ’60s and ’70s, now working in the US. The reason: the coveted green card has been fast-tracked by the American authorities. Some immigrants from countries like India, Mexico and China, working there on legitimate visas no longer have to wait — they have a window of opportunity, beginning July 1, to get their green card right away. US authorities here clarified that this didn’t mean a green signal for all immigrants to get a green card. But the small opportunity was enough to create a frenzy among Indians in the US and their families here to get the documentation in place pronto. In the US, Indians were losing no time — there are reports that the emails of immigration lawyers there were getting choked, mainly by mails from Indians and Chinese seeking information on the documentation process. Photo booths had long queues and doctors’ lobbies were brimming with immigrants getting their health certificates. And back home, of course, there were hundreds of grey citizens like Chawla thronging municipalities for the birth certificate of their children, which they believed would help their sons and daughters to beat the long queue and get the cherished American green card. The Delhi municipality usually has five to 10 applications for birth certificates a day. On Wednesday, there were 50 applications and on Thursday the number was over 200. What explains the frenzy? TOI spoke to an Indian working in the US who is among the applicants. According to him, the US authorities till last month were issuing circulars saying that those holding labour certificates issued in June 2003 or earlier could apply for a green card. This month’s circular has simply said anybody holding a labour certificate can apply. Hence the rush, since nobody is sure that the opportunity will last. The US embassy here sought to dampen frenzy.
